<p>Water is a precious commodity and its management is something that we must all take very seriously indeed. While we know that new laws are required, it is not always easy to reach a compromise and California water legislation is a case in hand. Corporate chiefs are looking with interest at what is happening in Sacramento as the issue of water management is squarely at the top of the list as a business seeks sustainability.</p>
<p>The United States as a whole has often looked to its most populous state when it comes to changes in the way that we address water management. Numerous attempts have been made to pass water legislation in California, as that state&#8217;s booming population growth and subtle changes in climate have forced engagement. However, in May of 2009 the most far-reaching effort yet was forced to stall.</p>
<p>Considerable opposition to legislation was put forward by politicians in Sacramento, especially as it was estimated that it would cost over $12 billion to implement. Although changes were necessary, many pointed to the huge budgetary shortfalls in the state, combined with the adverse effects of the global recession.</p>
<p>As it appears that there is considerable opposition to California water legislation, this is just part of the problem that exists across the country as a whole when it comes to the usage of precious resources and the overall effects on climate change. Increased production and higher demand only seek to make the problem more acute, as society demands that organizations address their part.</p>
<p>The problem of water management in general is a complex one and is impacted by the interests of consumers, politicians, business, scientists, environmentalists, economists and realists. The California water legislation stalled in part due to objections by the Sierra Club and others surrounding the impact that it would have on the delicate ecosystems of the Sacramento Delta, for example.</p>
<p>California water legislation must be passed in some shape or form, even though there may be significant opposition from some sectors of society. Status quo is not sustainable, especially in a state that has long been seen as a champion of such causes nationwide. Indeed, the Environmental Protection Agency often is seen to adopt issues that have first been raised out west.</p>
<p>The issue of water management must be addressed at corporate level and each company must take steps to ensure that it is accurately recording its commodity use as it strives to achieve sustainability. As we move forward, waste of all forms will be much less tolerated by society.</p>
<p>We need to be aware of our water consumption and usage habits, especially in the light of our recent awakening to the significantly adverse effects of greenhouse gas emissions. These emissions will cause global climate change and a net increase in the Earth&#8217;s average temperatures. This is certain to lead to a change in weather patterns and altered rainfall rates leading to more pressure on water management.</p>

<p>Since the dawn of the industrial era, which we are led to believe was 1750, we have had a seemingly never ending thirst for energy and products produced through the use of fossil fuels. Over the centuries we were not aware of the damage that we were causing and it has been only in relatively recent times that we have come to terms with the significant and threatening effects that we have caused to our environment.</p>
<p>The principal emitters of dangerous greenhouse gases have been identified under the new UK climate legislation which aims to take on the problem of climate change head on. These entities must take significant steps to reduce the large amounts of carbon dioxide emissions or face financial penalties appropriately.</p>
<p>While in an ideal world, each one of us would realize that the consequences of consumption are far-reaching and could have a devastating effect on our future generations, in reality politicians realize that this is not sufficient to make us change our ways. Corporate citizens are essentially driven by revenues and profits, although they may give relatively significant attention to environmental concerns. UK climate legislation recognizes that intent is not enough and must be backed up by hard action.</p>
<p>In the modern world, market forces are invariably used to dictate whether an organization is successful and continues to operate. The UK climate legislation recently introduced reasons that these market forces will now force organizations to be environmentally aware as well, by imposing a cap on the amount of carbon emissions that they can produce without penalty.</p>
<p>There is no doubt that UK climate legislation will have a big effect on carbon emissions over time. As carbon has a set value and has been converted into a commodity, there is significant imposition on an organization to &#8220;purchase&#8221; allowances. Therefore, fossil fuel reliance will be reduced and alternative economies processed to ensure that a company cuts down on its carbon bill.</p>
<p>We have gone too far with out action and understand that we need to play catch-up in this respect. Therefore it is likely that the majority of advanced countries will adopt a &#8220;cap and trade&#8221; program of some kind as the consequences are serious.</p>
<p>UK climate legislation is among the first to specify mandatory participation by major organizations within its borders, even though considerable opposition pointed to trading barriers and obstacles and the creation of additional difficulties within the global or international trading arena.</p>
<p>The new administration of the United States is watching the UK climate legislation with a very keen interest and has indicated that it supports the concept. Many other interested parties will be watching the Carbon Reduction Commitment, the child of the British Climate Change Act of 2008 to see how it unfolds.</p>

<p>Many politicians and scientists advocate the use of market forces to help us win the war against global warming and climate change. This is an approach taken by the newly elected President of the United States and also by the government in the Britain. A UK cap and trade scheme is under the spotlight right now as it seeks to manipulate the domestic market to reduce carbon emissions.</p>
<p>The UK cap and trade scheme sets an overall limit on the amount of carbon dioxide emissions that can be released to the atmosphere. The goal of the British government is to gradually reduce this each year up until the year 2050, by which time an 80% reduction will hopefully have been achieved.</p>
<p>Once the government has issued an overall cap in the amount of carbon emissions, any organization that wishes to emit any carbon as a consequence of its operation will need to purchase a limited amount of allowances. The fact that there is an overall cap imposed by the government means that the UK cap and trade scheme creates a real-time value for carbon, essentially creating a commodity.</p>
<p>As a tonne of CO2 will retain an actual value under the UK cap and trade scheme, it follows that an enterprise will be incentivized to reduce its reliance on carbon by introducing efficiencies within its cycle. As it will rely less on carbon emissions, it may sell its unused allowances on the market, trading to other companies who may not be as efficient. In this way, market forces will eventually force a reduction in overall carbon emissions.</p>
<p>It has been suggested with good logic that without direct programs it will be tougher to reduce carbon emissions within an industrialized society. The United States Congress is therefore currently considering a similar version to the UK cap and trade legislation and it seems that it is only a matter of time before a similar kind of operation is put in place.</p>
<p>To enable the UK cap and trade scheme to work, the Carbon Reduction Commitment, as it is known, carries significant penalties for those who are unable or unwilling to comply. The largest emitters of CO2, as dictated by their recorded electricity usage, must comply and trade within the newly created markets.</p>
<p>The Carbon Reduction Commitment threatens organizations on many fronts. It will not only be sufficient to make sure that a company complies with the requirements, but there will be fines allocated should it need to purchase additional allowances. In addition, a league table of results will be published by the government and consumers will be able to vote with their pocketbooks whether they support an organization that is seen to be less than efficient.</p>
<p>The UK cap and trade project will not get underway in earnest until 2011, but organizations affected are already engaged. The process of identification refers to 2008 consumption records and registration with preparation will take place during 2010.</p>

<p>Utilities across the country will now have to pay extra attention to their energy production as a new act expands this focus nationwide. President Obama is closer to scoring a significant victory through the recent passage of the ACES Act, the American Clean Energy and Security Act by the House of Representatives. Utility companies must now use more renewable energy and a sliding scale of increased commitments will be implemented through the year 2050.</p>
<p>One of the primary focal point of the ACES Act is that it requires fully 20% of all electricity production to come from sources such as biofuel, geothermal, wind, solar and waste reproduction by the year 2020. Advocates for the bill maintain that this is one of the most significant steps towards capping carbon pollution and the containment of climate change.</p>
<p>Environmentalists have long called for a declining cap on greenhouse gas emissions and the ACES Act covers this. A nationwide standard is now in place for a reduction in emission of harmful gases. Companies will be allowed to emit greenhouse gases, but only according to a strict allowance which will be reduced over time. As individual organizations have a variety of different wants and needs, a cap and trade system will be brought in. Companies will have an additional incentive to reduce emissions as they can profit from the sale of their excess allowances.</p>
<p>It is estimated that the proposed reduction in emission of greenhouse gases by the year 2020 will be akin to taking 500 million cars off the road. Major enterprises across the country are being pressed to reduce their reliance on fuels that caused the emission of the gases.</p>
<p>The ACES Act, also known as Waxman/Markey &#8211; the two sponsors of the bill in the House &#8211; spurs investment in clean energy technologies and is intended to bring additional and valuable jobs into the manufacturing sector. A certain amount of given allowances will apply to consumers, mainly in the form of tax credits and other payments and benefits that are intended to be passed through utility companies directly to end-users.</p>
<p>Companies likely to be impacted by the ACES Act are not waiting for full passage and are readily seeking the help of energy management initiatives and software programs that will help them to track, analyze and ultimately reduce their greenhouse gas emissions. In addition, such companies are looking for ways to utilize the cap and trade allowances to best effect and with their bottom line in mind.</p>
<p>The passage of the ACES Act, the American Clean Energy and Security Act of 2009 is very significant and continues the growing movement towards a reduction in greenhouse gases and the overall lowering of carbon pollution around the world.</p>
<p>The ACES Act won a narrow vote in the US House on Representatives. Overcoming this first hurdle, the movement now heads to the Senate for possible modifications before returning to the House and forward to receive Pres. Obama&#8217;s signature.</p>

In an attempt to tackle the cost of reducing greenhouse gas emissions as part of a wider goal of addressing adverse climate change, governments are soon to implement international emissions trading, which will operate in a similar way.</p>
<p>By offering economic incentives, which aim to reduce gas emissions, it is hoped that air pollution will be in part controlled. There are a number of international emissions trading markets in place around the world, which have been implemented prior to the advancement of regulation.</p>
<p>With international emissions trading, a governing body sets a cap on pollution emissions and provides companies with credits that allow them to emit a specific amount of environmentally harmful gases. An enterprise that does not use their allocation can sell the unneeded credits to another company that needs to increase its emissions output. The process is commonly known as cap and trade.</p>
<p>As there are global treaties in place with the aim of controlling greenhouse gases, the successful implementation of a cap and trade system is expected to lower carbon emissions significantly. The concept is not new however, as it was first used in the United States during the &#8220;acid rain&#8221; program. In Europe, the EU uses this system in its carbon emission reduction program.</p>
<p>Tracking software is available to help a company in the complex task of tracking their cabin footprint in real-time. The software takes inventory of indirect and direct greenhouse gas, showing a company&#8217;s impact on the surrounding environment and allowing them to identify areas of reduction amid overall management.</p>
<p>Under international emissions trading, companies that pollute less are rewarded for their efforts, while those that are major contributors to pollution pay more for their emissions. The concept encourages enterprises to lower their emissions in an effort to reduce global warming.</p>
<p>Countries around the world are looking at a number of initiatives in the effort to reduce global warming. Laws and treaties have been introduced in the United States and other countries with the goal of reducing air pollution. Several chemicals are known to be major contributors: hydrochlorofluorocarbons, chlorofluorocarbons, perfluorocarbons, carbon dioxide, in particular. Certain products are being phased out in this effort, including refrigerant gas used in heating, ventilation and air-conditioning systems and commercial refrigeration and air-conditioning systems.</p>
<p>International emissions trading is an example of free market environmentalism. Once the governing agency sets the allowable emissions limits, the decision is left up to companies whether or not to implement emission reduction methods that will significantly save them money over the long term.</p>

<p>The retail sector, as well as other business enterprises and entities, are implementing smart grid projects in an effort to save on energy costs, move towards energy independence and become a positive influence on the environment by reducing harmful greenhouse gases that lead to global warming.</p>
<p>According to their particular infrastructure, a variety of smart grid projects can be introduced by business entities. For example, energy management software can be embraced to track and report energy usage, renewable generation &#8212; <a href="http://www.wind-power-solutions.com" rel='dofollow'>wind power</a> or solar panels &#8212; can be studied, or smart meters can be introduced, which do a much better job of monitoring electricity use.</p>
<p>As time goes on, regulators and policymakers at the federal level, together with environmentalists, are increasing their push toward energy efficiency. The recent economic stimulus plan introduced by the Obama administration introduced billions of dollars to help modernize the country&#8217;s energy grid. Business entities have been told to tap into this federal funding to help them improve and update their energy infrastructure.</p>
<p>As the retail sector and other business entities move towards electricity and other energy efficiency, reliability and security, there will be a greater reliance on information technology in playing a major role in providing the means to success. Information management will be of utmost importance to achieving interoperability of an entitys infrastructure of devices and systems.</p>
<p>Energy independence and prosperity is key, and smart grid projects are aiming for a lasting legacy. Numerous areas exist on this road to success: power can be tracked and usage controlled, energy bills lowered by allocating usage to off-peak times, energy usage can be monitored at the device level, and energy needs fulfilled through response to demand.</p>
<p>Because certain energy types are a major contributor to global warming, smart grid projects will benefit the environment immensely by reducing pollutants, greenhouse gas emissions and water usage. Action is needed in order to preserve the health of our planet in the future.</p>
<p>A major document is expected to be released in September 2009, directed by the U.S. Congress as one of the initiatives aimed at energy efficiency and independence. The National Institute of Standards and Technology, part of the US Commerce Department, is to create a Smart Grid Interoperability Standards Roadmap. This roadmap will establish priorities in distribution and transmission, set the building to grid standards for commercial entities, industrial to grid for the industry sector, home to grid for residential consumers and will also establish business and policy issues as well as cyber security.</p>
<p>As the cost of energy continues to rise, many companies are looking towards installing enterprise energy management software. This valuable tool provides a company with extensive information about their energy consumption equipment throughout all their sites and locations. By combining historical and real-time energy use data, companies are able to measure and manage their energy use and costs and identify areas where energy efficiency projects can be implemented.</p>
